The NTSC/PAL issue only depends on the make/model of the DVD player used as many support both formats and for some there are "hacks" to enable this functionality.

BR would be nice particularly with Hi Res audio, yum.

I think that's far more common in the UK and Europe. In the US you would have to actively seek out specific players that support PAL playback, not to mention the region coding issue.

It's cheaper to manufacture players that support both and then lock them to a region. It may not be advertised on legal grounds however it does not mean that it is not supported.
