Unfortunately it has to do with the licensing and legal issues between regions. It's the same reason DVD's, Blu-rays and video games are usually locked to a single region.
It doesn't seem to make any sense when you are a paying customer and you want to be able to buy and enjoy something from somewhere else, but it is unfortunately the way some things have to be.
